Discussion on the Policy of Hierarchy Diagnosis and Dual Referral in Heilongjiang
Abstract：Hierarchy diagnosis,dual referral and family doctor signing system were the keys to solve the unbalanced allocation of health resource in different areas and the imbalance between supply and demand.It put forward the improvement measures and suggestions according to the current policy of the hierarchy diagnosis and the dual referral in Heilongjiang.
