The Effect of Outpatient Medical Insurance for Special Non-chronic Diseases on the Hospitalization Utilization among Patients with Hypertension Complications
Abstract:To explore the effect of outpatient reimbursement policy onthe hospitalization service utilization and the expenses among patients with hypertension complication.Methods:The data of urban employee medical insurance reimbursement in a region of Xinjiang from 2011 to 2014 were used based on intermittent time series model with control group to analyze the level and trend of hospitalization expenses and length by patients with Poor control of blood pressure,hypertension complicated by heart disease,hypertension complicated by kidney disease and hypertension with encephalopathy during the study period.Results:From 2011 to 2014,the total hospitalization expenses of policy beneficiaries and non-beneficiaries reduced by 33.80% and 13.23%,while the decrease of hospitalization caused by hypertension without complication among policy beneficiaries was 47.48% higher than the non-beneficiaries.The total hospitalization expenses for each quarter had significant decreasing trend.The hospitalization lengths of policy beneficiaries caused by hypertension without complication and hypertension with complication were shortened by 42.06% and 35.02%:while the length of stay among non-beneficiaries with hypertension without complication increased significantly.Conclusion:The outpatient medical insurance for special non-chronic diseases decreased the hospitalization utilization and expenses of hypertension complication patients' admission caused by hypertension.Health policy makers should consider the protection for outpatient medical expenses of patients with different disease states.
