Empirical Analysis on Using Medical Insurance Comprehensive Payment Reform to Lead the Changes of Medical Treatment
Abstract:Objective:Compared with the related indexes of New Rural Cooperative Medical System(NCMS) in Pinggu District,it evaluated the effects of using NCMS comprehensive payment reform to lead the changes of medical behavior.Methods:The related indexes of diagnosis related groups(DRGs) in hospitals of Pinggu District and the related data of primary hospitalization and the urban pilot outpatient were compared.Results:The growth of short-term emergency hospitalization expense was controlled while the drug proportion decreased.The primary medical institutions had no need to decrease the hospitalization and make the backflow of primary outpatients.Conclusion:The short-term emergency hospitalization DRGs,long-term hospitalization length for chronic diseases and the outpatient capitation payment combined with contract services were applied in Pinggu District of Beijing.The data analysis indicated that hospitals get reasonable return on improving work efficiency and controlling the increase of care expenses which reflected the guiding influences of payment system on the medical behavior.
