Analysis on the Geographic Equality of Health Resources Allocation in Hebei
Abstract:Objective:To acquire the geographic equality of health resource allocation in Hebei in 2014 so as to provide the basis for the formulation of the "13th Five-Year Medical Service Plan of Hebei".Methods:It collected the numbers of medical institutions,health staffs and beds in 11 cities of Hebei province in 2014.The Lorenz curve,Gini coefficient and Theil index were applied to conduct geographical equity evaluation.Results:The Gini coefficients of all kinds of health resources ranged from 0.420 to 0.529.The total Theil indexes ranged from 0.264 to 0.382.After divided 11 cities into 2 regions,the Theil indexes within regions were between 0.020 and 0.077,and indexes between regions ranged form 0.239 to 0.329,and the contribution ratio of indexes between region reached to 75%.Conclusion:The distribution of health resources was inequal in Hebei.The main reason for the unbalance was the allocation difference between Bashang and other regions.Population distribution and geographic distribution should be considered when government formulated the allocation standards of health resources so as to promote the coverage of health resources and the accessibility of services.
