Impartial Evaluation of the Health and Family Planning Resource Allocation in Shaanxi
Abstract：Objective:To evaluate the current situation and equity of the health and family planning resource allocation of Shanxi.Methods:Gini coefficient and health resource density index(HRDI) were applied to evaluate the population equity and geographical equity of health and family planning resource allocation;Thail index was applied to evaluate the equity of inter-regional and regional HRDI allocation.Results:The equity of the health and family planning resource allocation was enhancing;the equity of population distribution was well while the equity of geography distribution was the opposite;health technology staffs were in a quantity of shortage,especially the medical practitioners,which had influence in the efficiency and equity of resource allocation.Conclusion:In order to promote the equity of health and family planning resource allocation,it needed to enhance the guiding function of health planning,strengthen human resources construction of the northern and southern regions and establish the health and family planning service system which conform to the actual situation of Shaanxi.
