Analysis on the Existing Problems and Strategies of the Management and Usage of New Rural Cooperative Medical System Funds in Hubei
Abstract：Objective:According to the audit report of the management and usage of new rural cooperative medical system(NCMS) funds in Hubei in 2014,the existing problems of the NCMS fund usage and management in Hubei were analyzed to propose corresponding measurement and suggestions.Methods:The content analysis of Bernard Burleson was applied to analyze the 20 audit reports of different districts.Results:There were at different level existed in the management and usage of NCMS insurance funds in Hubei,such as repeat purchasing insurance of primary medical treatment,defrauding the NCMS funds,illegal using the NCMS fund and so on.Conclusion:Through the further implementation of medical insurance system,it strengthened supervision and audit of the management and usage of NCMS funds,enhanced the level of information management and strengthened the propaganda and education so as to make the fund management and disbursement more scientifically,standardly and efficiently,
