Measuring Shaanxi’ s Urban and Rural Poverty:A Comparative Study Based on Different Poverty Line and Indexes
Abstract:To measure the urban and rural poverty of Shaanxi in 2008. Methods: Poverty incidence, poverty gap ratio, poverty gap indicator, OECD method and extended linear expenditure(ELES) method were applied. Results: The countryside was weaker than urban in the depth, breadth and sensitivity of poverty, while the official poverty line was too low to cover up the real poverty situation. Conclusion: It is suggested to improve the urban and rural poverty line, pay more attention to rural poverty alleviation, extend and improve urban and rural social security system.
