Analysis on the Effects of Public Hospital Poverty System Evolution on the Medical Service Output Based on Non-liner Regression Model

Abstract:Objective: To discuss the effects of public hospitals’ marketization poverty reform and nationalization poverty reform on medical service output in public hospitals, trying to provide experimental references for public hospital reform in China. Methods:Based on the non-liner regression expand model, calculation analysis method and Eviews 7.0 Software were used to introduce nationalization degree and marketization degree into proving the effects of public hospital equity system evolution on the medical service output. Results:Based on the analysis of single factor, it is known that:the government’s input limit on public hospitals increased by 1%, while the medical service output in public hospitals increased by 2.97%. The rate of individual payment in total medical cost increased by 1%, while the medical service output in public hospitals decreased by 2.08%, the rate of individual expenditure in total medical cost increased by 1% while the output of public hospitals decreased by 2.21%. Conclusion: There is a positive correlation between nationalization and output in public hospitals, while the marketization rate has negative correlation with the output. The current public hospital poverty system has limited the contribution of health technical staffs on the medical output in public hospitals, which leads to the multiple practices of medical technical staffs. Because of the undefined poverty demarcation, the hospital managers could not put the centralized limited government resources into the medical service field with pure public product value. The over operation in medical service field with competitive private product value leads to the private product value showed in the proportion in medical service, which results in “expensive and difficult to visit the doctor”.
