Estimating Shaanxi’s Urban and Rural Poverty Line with Extended Liner Expenditure Model
Abstract:Objective:Using extended liner expenditure system(ELES) method to estimate the urban and rural poverty line of Shaanxi in 2008. Methods: The ELES method. Results: Compared with the government poverty line, the ELES method is easier to receive and handle, the poor groups have higher level of economic social development and the government has higher level of receivable level. According to the level of ELES poverty level, the poor vulnerability of rural residents is higher while the official poverty line is too low to reflect the reality. Conclusion: Adopting the concept of relative poverty and appropriate standards to measure poverty, taking rural poverty alleviation as the main work, expanding and implementing urban and rural social security system to consolidate the achievement of poverty alleviation.
