Analysis on Catastrophic Health Expenditure in Rural Households of Heilongjiang
Abstract:Objective: Measuring the influences of catastrophic health expenditure on rural households of Heilongjiang to understand the fairness of health services utilization in poverty-stricken areas and point out the breakthrough point of the policy support. Methods:Applying the measurement method of catastrophic health expenditure and using the data of Heilongjiang Fourth Health Services Survey in 2008 to measure the incidence, the average gap and relative gap of catastrophic health expenditure of the whole households and different groups of households. Results: The highest incidence of catastrophic health expenditure existed in the poorest groups , followed by secondary poor and middle-income groups, the highest relative gap of catastrophic health expenditure existed in the highest rich group. Conclusion: Health services utilization for rural households is unfair in Heilongjiang. The key to solve the problem is to reduce the impact of catastrophic health expenditure on poor group.
