Analysis of the Wage Status after the Implementation of Pay for Performance in Centers for Disease Control and Prevention in China
Abstract:Objective: To understand the current status and trends of the staff wages in Center for Disease Control and Prevention ( CDCs) in China after the implementation of pay for performance. Methods: 263 CDCs were selected from the 30 provinces or municipalities and Xinjiang Production and Construction Corps (excluding Tibet) by stratified-cluster random sampling and questionnaire surveys to collect data of pay for performance. Results: Pre-tax wages of health workers in different positions of CDCs in 2011 has main difference in basic wages; pre-tax wages of health workers in different regions of CDCs in 2011 has main difference in pay for performance. Average annual growth rates of pre-tax wages of health workers in different regions of CDCs from 2009 to 2011 were -0.96%,-1.62%and 1.51%;average annual growth rates of pay for performance were 2.27%, 7.26% and 10.46%; average growth rate of west region was fast. Conclusion: Pay for performance reflects differences in the level of economic and price in different regions of China, but the performance of the wage distribution within each unit still had " iron rice bowl " phenomenon, and the annual growth rate of pay for performance was much lower than annual GDP growth rate, therefore, establishing natural growth mechanism of performance pay becomes the current primary task.
