Influences of Essential Medicine System on Revenue-expenditure Structure in Primary Medical Institutions:empirical ;study in Shanghai, Chongqing and Sichuan
Abstract:Objective: To investigate the influence of essential medicine system on revenue-expenditure structure at primary medical institutions. Methods: 12 primary primary institutions in Shanghai, Sichuan and Chongqing which were selected as the objects, the data of payment balance before and after the implementation of essential medical system was collected to analyze. Results: Before and after the implementation of essential medical system, the percentage of fiscal subsidies revenue in the total revenue has risen by 20.24%. The percentage of medical revenue has risen from 36.86% to 41.68%, increased by 13.09%. The percentage of medical revenue has risen from 49.30% to 52.72%, increased by 6.95%. The percentage of Balance of payment has dropped from -1.06% (before) to 5.78%(after) , reduced by 443.39%. Conclusion: Before and after the implementation of national essential medical system, the percentage of fiscal subsidies revenue and medical revenue is rising, while with a slight decrease in medicine. However, the loss of balance increased in most primary medical institutions. At the same time, the primary medical institutions are facing many problems in service capabilities and compensation.
