Research of Township Hospitals Productivity Change Before and After the Implementation of the New Rural Cooperative Medical System in China
Abstract：Objective: To evaluate the productivity change of township hospitals before and after the implementation of the New Rural Cooperative Medical System ( NCMS). Methods: Choose typical input and output index to calculate the efficiency from 4 aspects of total factor productivity index, efficiency change index, technical change index and scale efficiency change index for 24 township hospitals in 9 years by using DEAP 2.1 software. Results: The total factor productivity(TFPC) index was 1.566 before pilot period, it decreased to1.463 during pilot period, and even decreased to 1.200 during implementation period. Conclusion: The changing of TFPC index comes from technical change. The scale efficiency change is the primary reason of efficiency recession.
