Analysis on Application of Utilitarianism in Health Decision-Making
Abstract：Health policy determines the operation of the entire health system, the value orientation of policy makers determines the direction, process and results of policy decision-making. Utilitarianism, which takes utilitarian effect of people ’s behavior as the basic moral evaluation standard, is one of the basic principles of public policy decision-making. Under circumstance of limited health resources, health policy makers usually insist on value orientation of utilitarianism, seek to maximize the health benefits of health resources. It discusses the practice and some difficulties of utilitarianism behind the health policy decision-making by ethnic view, so as to improve understanding of health management and health policy analyst to health decision-making process.
