Study on the Construction of the Evaluation Index System for Public Health Emergency Response Capacity
Abstract： Objective: To construct evaluation index system for public health emergency response capacity. Methods: With the literature review, expert consulting and Delphi method, indicators were selected to set up indicator system. Results: After two rounds of Delphi expert consultation, it constructed the evaluation index system for emergency capacity ,which contained 4 first-tier indicators, 20 second-tier indicators, and 48 third-tier indicators. Conclusion: With the Delphi method and Expert qualitative interviews, it constructed the evaluation index system for emergency capacity, which covered emergency response capacity of the main aspects, and has important practical value.
