How to Cancel the Mechanism of Drug Depending Doctors:The Empirical Research Basing on Cases in Pudong New Area of Shanghai
Abstract： Objective: To probe into the scientific methods to relieve the difficulties and high cost of medical care for the general public, by means of separating clinic from pharmacy. Methods: Based on the analysis of drug mark-up income of 19 secondary and tertiary hospitals in Pudong district of Shanghai, a program of cancel the mechanism of drug depended doctors was designed, as well as estimated the hospitals’ policy-related losses and the compensation of various security systems. Results and conclusion:The hospitals’ overall revenue decreased slightly. There is a slight loss of hospitals whose original drug proportion in the total income is higher, and a little surplus whose original drug proportion is lower. The loss of Chinese medicine hospitals and specialist hospitals are more obvious. Suggestions:Transitional period should be set up along with financial subsidies to guide hospitals to transfer their operating mechanism. The supervision and evaluation mechanism of hospitals should be strengthened, and the performance evaluation mechanism base on the third party should be established.
