Abstract：After the admission of one patient by the first diagnosed institution, this institution should maximize the patient’s chances of living and being health. Meanwhile, for those patients who need referral, the first diagnosed institution should not only take the legal obligation for referral, but also abide by the referral procedure strictly. Correct and reasonable referral in accordance with relevant laws and regulations can be very useful in reducing medical disputes and improving the quality of medical treatment. This paper emphasized on legal obligations and standard procedures of referral which the first diagnosed institution should follow. The authors also discussed the referral for special patients.
