Study on evaluation index system for prevention and control capacity of severe and emerging infectious diseases at district level in megacity

Abstract:Objective To construct an evaluation index system for assessing regional pandemic response capacity and guiding improvement strategies.Methods From January to July 2024,selecting 15 and 30 experts and conduct 2 rounds of expert consultation using the Delphi method.The first round was qualitative consultation,and the second round asked experts to score and adjust the indicators.The analytic hierarchy process was used to calculate the weights of primary and secondary indicators,and the proportional allocation method was employed for tertiary indicators.Results Expert response rates were 100%in both rounds.Authority coefficients were 0.89±0.05 and 0.86±0.06.Kendall's W was 0.198(x2=635.202,P<0.001);Cronbach's α was 0.971.The final system comprised 6 primary,22 secondary,and 79 tertiary indicators.Top 3 weighted primary indicators were"epidemic monitoring and management","system construction"and"capacity building".Top 3 secondary indicators were"command and dispatch","emergency response"and"subdistrict and community grassroots prevention and control capability".Conclusion The validated system demonstrates reliability and scientific rigor,offering a reference for optimizing megacity pandemic preparedness frameworks.
