Research on the evaluation and influencing factors of efficiency for basic public health services in Sanming

Abstract:Objective To evaluate the efficiency of basic public health services and its influencing factors in Sanming,and to provide reference and suggestions for optimizing and enhancing basic public health services.Methods Based on basic public health services statistical data in Sanming from 2018 to 2023,the BBC model and Malmquist index model of DEA were used to evaluate the service efficiency,and the panel Tobit model was used to explore the influencing factors of the service efficiency.Results Comprehensive technical efficiency,pure technical efficiency,and scale efficiency were 0.936,0.964,and 0.972 in order;total factor productivity,comprehensive technical efficiency,and the index of change of technological progress were 1.153,1.000,and 1.153 in order.The capacity of the basic public health service and the contracting rate of the key populations had a positive influence on comprehensive technical efficiency and pure technical efficiency,and the team size of the family doctor had a negative influence on comprehensive technical efficiency and pure technical efficiency,population density had a negative effect on comprehensive technical efficiency,and the proportion of key populations and GDP per capita had a positive effect on scale efficiency.Conclusion The efficiency of basic public health services in Sanming City is high and continues to improve,and it is possible to balance the development of capacity and efficiency.It is necessary to strengthen the integration of mathematics and intelligence and organizational innovation,popularize the contracting of key populations,and optimize the setup of the family doctor teams.
