Public health governance paths and strategies:a case study based on Sanming

Abstract:Public health governance is an important guarantee for maintaining people's health and promoting social stability and development.As a pioneering demonstration zone for healthcare reform in China,the public health governance practices and strategies in Sanming of Fujian Province,provide valuable reference for the high-level construction of public health governance system in China.Based on an analytical framework rooted in fundamental elements of management(planning,organizing,directing,coordinating,and controlling),it takes the practical experience of Sanming as a case study,and summarizes a trinity public health governance path of"decision-making-accountability-regulation":first,achieving system integration by strengthening the government's overall decision-making capacity;second,establishing an accountability mechanism through personnel and compensation system reforms to optimize incentive structures;and finally,constructing a regularized performance evaluation system for integrated healthcare and disease prevention using health insurance policy tools.Under this governance model,Sanming's emergency response to public health events has been notably effective,with the standardized management rate and indicator control rate for various chronic diseases steadily improving from 2018 to 2023,primary public health services program has been steadily advanced.The Sanming model offers replicable and promotable local practical experience for improving China's public health governance system,and its innovativeness provide significant reference value for enhancing public health governance capabilities.
