Research on the logic,evolution and path selection of community public health governance embedded by the consultative democracy:taking H City as an example

Abstract：As the new development of participatory democracy theory,the theory of consultative democracy continues the theoretical concern of public political participation.On the one hand,it improves the quality and depth of citizens'participation in public health governance,and on the other hand,it also provides institutional space for deliberative democracy to be embedded in public health governance.Consultative democratic public health governance is based on the supply of government public health system.By introducing democracy into the process of public health governance,citizens express their own interests through consultative,influencing public health decision-making and participation in political life.It has typical electoral characteristics,voting system and communitarianism,while there are risks such as insufficient institutional design and Internet populism.Through the introduction of governance-process analysis framework,the governance process is decomposed into 5 negotiation processes:planning and recruitment,learning,hearing,consultation,decision-making and follow up.Starting from strengthening and improving the leadership of the party,constructing effective discourse mechanism,shaping shared public health values among consultation members,to build cooperation of public health governance network,promote the rule of law and standardization process,thus exploring diversified paths for public health governance models.
