Analysis of major sudden infectious disease prevention and control policies in grassroots medical and health institutions

Abstract：Objective To analyze the epidemic prevention policies of grassroots medical and health institutions,and provide reference for the handling of major public health emergencies.Methods Policy text measurement and content analysis were used to study a total of 103 prevention and control policy documents issued by national and local medical and health institutions from January 2020 to August 2022.Using NVivo 12 and Python software,comparing and analyzing the prevention and control policy documents of grassroots medical and health institutions issued by national and local levels from the perspective of policy tools.Results There were wide applications of national and local capacity building and incentive tools,but the internal structure of their specific tools was unbalanced.The national and local governments had less application of individual tools such as burden reduction,assessment and supervision.The nation had less application of disorderly sanctions and publicity and education,and local governments had less application of human resource investment and treatment guarantee.In addition,at national level,more symbolic and persuasive tools were used,while local governments used more authoritative tools.The national and local governments used system reform tools roughly the same number of times.Conclusions The national and local governments should adjust and optimize the internal use structure of policy tools,actively implement and strengthen grassroots burden reduction work,increase talent cultivation efforts,and strengthen inter departmental policy cooperation.
