Text analysis of China's inclusive commercial medical insurance policy based on two-dimensional analysis framework

Abstract：Objective To analyze the use of policy tools by the government and insurance companies in the promotion and implementation of inclusive commercial medical insurance in China,explore the existing problems in existing policies and provide suggestions.Methods Objective sampling method was used to search the official websites of provincial and municipal governments to obtain 26 policy documents from 1 January 2020 to 10 May 2023.Constructing a two-dimensional analysis framework of policy instruments-participants,and conducting coding and statistical analysis of policy documents.Results In terms of policy tools,supply,environment and demand tools were account for 25.66％,64.31％and 10.03％,respectively.In the dimension of participants,the number of codes of government,insurance companies and audience groups were 84.07％,11.80％and 4.13％,respectively.Conclusion There is an imbalance between the use of policy tools and the participation of subjects in the inclusive commercial medical insurance in China.In terms of policy tools,it is recommend to optimize the use structure and balance the use of sub-tools.In terms of participants,the government should strengthen its leading responsibility and awareness,cooperate with insurance companies to conduct unified governance,and jointly improve the organizational structure to improve the quality of products and services.
