Abstract：To study the essence,influencing factors,and enhancement strategies of the medical system's capacity in response to major public health emergencies.Taking the development process of the COVID-19 outbreak as the main focus,the influencing factors and enhancement strategies of the medical system's capacity are analyzed through literature analysis,informant interviews,expert consultations,and other methods.The capacity of the medical system is related to the total quantity,structure,layout,and reserves of relevant medical resources.It involves two categories of influencing factors,namely resource allocation and emergency response mode.The standards for medical resource allocation and strategies for emergency response deployment are unclear,and the imprecise calculation of capacity poses two key bottlenecks that restrict the effective functioning of the medical system's capacity.Different emergency response strategies need to be implemented at different stages of epidemic prediction to enhance the capacity of the medical system.
