Investigation and analysis of the basic construction of disease control and prevention institutions in Jiangsu Province from 2019 to 2022

Abstract：Objective To compare the basic construction of disease control and prevention institutions in Jiangsu Province in 2019 and 2022,and provide data support for the reform of disease control institutions.Methods 109 disease control institutions in Jiangsu Province in 2019 and 2022 were subjects of the survey.A survey questionnaire was designed to investigate and analyze the basic situation,personnel situation,infrastructure and laboratory construction of each disease control institution in 2019 and 2022.Results Almost all of the them were category-1 public institutions in Jiangsu Province,and there were no significant changes in their administrative level and external technical services during this period.The standard rate of staffing increased from 11.9％in 2019 to 100.0％in 2022,with an average annual increase of 999 employees.The standard rate of senior professional titles increased to 56.0％.The total amount of fixed assets and the number of equipment increased significantly,but the number of qualified testing items decreased actually.Conclusion The reform of disease control institutions is gradually carried out.The personnel construction has been gradually standardized,and hardware facilities been improved.The level of standardized construction is significantly improved.However,there have been no significant breakthroughs in external technical services,institutions upgrades,and managing mechanisms.
