There was significant difference in the level of knowledge of the two-way referral process between the medical staff in tertiary medical institutions and community health service centers ( χ2= 7. 394, P < 0. 05). The degree of satisfaction among the medical staff in the secondary and tertiary medical institutions and the community health service centers was different. The satisfaction degree of the staff in the secondary medical institutions was higher than that in the community health service centers, which in the tertiary medical institutions was higher than that in the community health service centers ( χ2= 7. 838, P < 0. 05). Conclusion The cognition on hierarchical medical system and"two-way referral"among the medical staff in medical institutions at all levels needs to be improved. The hardware and software conditions of primary medical institutions need to be strengthened, and there is a lack of unified referral standards and standardized procedures at present.
