Binxian County's Practices in Building Tightly-Integrated County-Level Medical Communities and Analysis of Implementation Challenges

Abstract:As one of the first batch of national pilot counties for the construction of compact county medical communities,Binxian County which located in Heilongjiang province takes"minor illnesses treated at townships and major illnesses treated within the county"as its core goal.Through a series of innovative measures,including strengthening top-level design,enhancing the capacity of leading hospitals,promoting the sinking of medical resources,and deepening digital empowerment,it has built an integrated medical service system characterized by"strong county-level medical institutions,dynamic township-level ones,stable village-level ones,smooth connection between different levels,and unobstructed information sharing".This system has effectively solved prominent problems in county medical services,such as scattered medical resources,weak primary-level services,and inconvenience for the masses to seek medical treatment.It systematically sorts out the typical experiences and practices of Binxian County in the construction of medical communities,objectively analyzes the difficulties encountered in practice,and provides a replicable and promotable reference path for the construction of county medical communities across the country.
