Study on Implementation Effect of Basic Public Health Service Project in Qingdao

Abstract:OBJECTIVE Since Qingdao conducted the national basic public health service(BPHS)project in 2009,there had no research on the implementation effect of BPHS project to evaluate the implementation effect of the BPHS project in Qingdao.METHODS Data were from the Shandong Province BPHS Project Annual Report and the National BPHS Project Information Management System.The current study described the trend of changes in residents'health records and key population health management in Qingdao from 2009 to 2022.Using Wilcoxon rank sum test,it compared the differences of various indicators before and after the implementation of family doctor contract service in Qingdao.RESULTS The filing rate of residents'health records and the filing rate of electronic health records,were statistically significant before and after the implementation of the family doctor system(Z=2.177,2.374;P<0.05).The health management rate of hypertension patients,type 2 diabetes patients,the elderly and tuberculosis patients did not change significantly with the implementation of the family doctor system(Z=1.876,1.159,1.214,1.000,P>0.05).The standardized management rate of hypertension patients,blood pressure control rate,standardized management rate of type 2 diabetes patients,and blood glucose control rate had statistically significant differences before and after the implementation of the family doctor system(Z=3.137,3.148,2.169,3.134,P<0.05).CONCLUSION Qingdao is carrying out national BPHS project steadily,especially after the implementation of the family doctor contract service,the rate of health records filing,the standardized management rate of hypertension and diabetes patients,and the rate of blood pressure and blood sugar control have improved a lot.
