Abstract：Through reviewing and analyzing the practice of improving the capacity of primary health service in Changning Dis-trict of Shanghai,to explore the experience of improving the capacity of primary health care services.Changning District of Shanghai has played an important role in promoting the health of its residents through initiatives such as strengthening top-level design,opti-mizing resource allocation,doing contracted services,improving governance mechanisms,reinforcing investment in and support for primary health services,optimizing the structure of health personnel,and upgrading the service capacity and level of primary health care institutions.At the same time,there are many problems and challenges.In the new era,it is necessary to further strengthen the top-level design,improve the institutional mechanism,optimize the human resources team,and continuously enhance the capacity and level of primary health-care services.
