Quantitative Study on Chinese Rural Doctors Policy Based on Multidimensional Analysis

Abstract:OBJECTIVE To conduct a multi-dimensional quantitative analysis of the rural doctor policy texts issued at the national level since 2003,and to uncover the inherent features and issues within the framework of rural doctor policies,in order to offer insights that can aid in the development and enhancement of subsequent policies.METHODS With the rural doctor policy texts from 2003 to 2023 as the research object,a five-dimensional analysis framework was constructed based on the publication intensity,publication time,intergovernmental relations,topic hotspots and policy tools to explore the overall characteristics of rural doctor policy.RESULTS A total of 65 policy documents were encompassed,and it was discovered that the overall publishing intensity of the rural doctor policy system was low,and the number and intensity of the document had increased since the new medical reform.The inter-governmental coordination was weak,policy hotspots were concentrated on the practice registration,education and training,assessment mechanism,subsidy policies and talent recruitment of rural doctors,and the structure of policy tools was unbalanced and over-relied on command tools.CONCLUSION The future formulation of rural doctor policies should enhance policy effectiveness and synergy,identify and address policy shortcomings in hot-button issues,and achieve collaborative governance with multiple stakeholders and policy tools.
