Construction of the Performance Evaluation System of Primary Healthcare Institutions Combing Standardized Workload and Quality-Efficiency Evaluation Based on the Model of"Hospital-Establishing and Hospital-Managing"

Abstract:OBJECTIVE To further explore the methods of workload standardization in primary health service institutions based on the model of"hospital-establishing and hospital-managing"and establish an internal performance evaluation system that combines workload standardization with quality and efficiency evaluation.METHODS From April 2023 to December 2023,taking the a Certain Community Health Service Center in Guangzhou as an example,the standardized workload of each medical and health service project was evaluated through questionnaires and expert consultations from three dimensions:labor and time consumed,difficulty,and risk level in implementing service projects.Construct an evaluation index system for the quality and effectiveness of the center's work through the Delphi method.On the basis,a performance evaluation system combining workload standardization and quality and efficiency evaluation would be constructed.RESULTS A standardized workload point value database for the medical and health service projects of the center was established,as well as an evaluation index system for the quality and effectiveness of the center's work.Furthermore,a performance evaluation system was established,and its application concept in incentive performance accounting and distribution was explored.CONCLUSION The assessment system combining workload standardization and quality and efficiency evaluation is more suitable for internal performance evaluation of primary medical and health service institutions and beneficial to promote the integrated performance appraisal of the medical treatment combination.
