Abstract：With the rapid development of the economy and society,urbanization,aging,changes in family structure and lifestyle,the mental health issues of the public are becoming increasingly prominent,and mental health issues have become prominent public health and social issues.As one of the mega cities in China,Shanghai has a relatively higher demand for mental health services.It will be based on the PEST-SWOT model,combined with the four macro levels of politics,economy,society,and technology in Shanghai,to conduct a SWOT analysis of the strengths,weaknesses,opportunities,and threats of the Shanghai mental health system,comprehensively evaluate the current operation status of the Shanghai mental health system,and provide theoretical basis for further improving the Shanghai mental health.system.
