Investigation and SWOT Analysis on the Current Situation of Primary Public Health Personnel in a Certain District of Shanghai

Abstract:OBJECTIVE To comprehensively assess the current status and personnel flow of public health professional and techni-cal positions at the district,community levels in Qingpu District,in order to provide a scientific foundation for further strengthen-ing the development of grassroots public health personnel.METHODS Information on public health professional technical positions in primary medical and health institutions in Qingpu District from 2018 to 2023 was collected,qualitative interviews were conduct-ed,and SWOT analysis was used to analyze the development trend of talent team construction.RESULTS The age distribution of staff in public health technical positions in Qingpu District communities was relatively unbalanced,with 74.71%of staff concentrat-ed in the 30~49 age group;the number of women in two-level institutions was much higher than men,and the difference was sta-tistically significant(χ2=56.930,P<0.01),in which the male-to-female ratio in communities is 1∶8.5.There was a difference in the distribution of academic qualifications between the district and community(χ2=52.320,P<0.01).The proportion of pub-lic health technical staff in the district with graduate degrees or above and bachelor's degree was higher than communities.In the past 5 years,a total of 122 people had joined the two-level organizations and 34 people had resigned.The national and local gov-ernments attached great importance to public health,which was an opportunity for the construction of public health personnel.How-ever,sustainable development of personnel position allocation,uneven personnel quality,and difficulties in introducing high-qual-ity talents were currently challenges faced by jurisdictions.CONCLUSION The staffing situation of grassroots public health profes-sional and technical positions in Qingpu District has been improved,but problems such as unreasonable structure of personnel still exist.It is recommended to continue to refine the regional human resource planning on the basis of improving the quality of existing personnel.
