Evaluation of Resource Allocation Efficiency and Improvement Path of Maternal and Child Health Institutions in Guangxi

Abstract：OBJECTIVE To study the efficiency of health resource allocation in maternal and child health institutions in Guangxi,analyze the main problems in the utilization of health resources,explore the improvement path of health resource allocation,and propose feasible countermeasures and suggestions for optimizing the allocation of health resources in maternal and child health institutions.METHODS The input-output indicators of maternal and child health institutions were selected from the GUANGXI HEALTH STATISTICAL YEARBOOK 2022,and the efficiency of input-output indicators was comprehensively evaluated using Data Envelopment Analysis(DEA).The fuzzy set qualitative comparative analysis method(FSQCA)was used to construct different paths to improve the efficiency of health resource allocation in maternal and child health institutions from three levels:society,government,and organization.RESULTS Out of the 14 prefecture level cities in Guangxi,6 cities had effective allocation of health resources,1 city/county failed to achieve both technical and scale effectiveness,and 7 cities/counties showed inefficiency,with varying degrees of input redundancy and insufficient output.There were four paths to building efficient resource allocation,which could be summarized as social environment driven and government organization driven.In addition,there were three paths to suppress the efficiency of resource allocation,which could be summarized as comprehensive imbalance and government social environment deficiency.CONCLUSION The allocation of health resources in maternal and child health institutions in most cities and counties in Guangxi cannot achieve both technical and scale effectiveness,and the overall efficiency of health resources is relatively low.There are distribution differences among different regions.There are also differences in the optimization paths of health resource allocation among different cities,and the factors affecting the efficiency of health resource allocation in maternal and child health hospitals in Guangxi are relatively complex.It is suggested that while strengthening the construction of institutional facilities,attention should be paid to the investment of the government and society to avoid the problems of redundant investment and insufficient output.
