Evaluation of Medical and Health Service Capabilities and Research on Obstacles in Hainan Province

Abstract：OBJECTIVE To provide reference for quantifying the development of overall medical and health service capacity in Hainan Province and further promoting measures.METHODS Construct an evaluation index system,assignment by entropy weight method,apply comprehensive evaluation model to calculate comprehensive evaluation value,and use the obstacle model to find out the obstacles affecting development.RESULTS From 2015 to 2022,the medical and health service capacity of Hainan Province showed a rising trend with a rapid growth rate,but there was a large gap between cities and counties.The number of discharged pa-tients,the number of health examinations,the number of patients receiving medical treatment,the number of beds in medical institu-tions per 1000 population,and the number of health technicians per 1000 population are the main factors restricting the develop-ment of the medical and health service capacity of cities and counties.CONCLUSION Seize the opportunity of the construction of medical tourism consumption center;strengthen the medical service capacity construction of each city and county to improve the quantity of medical service;strengthen the fine management of hospital bed resources and improve the utilization rate of hospital beds;strengthen the construction of health personnel and improve the quality of health human resources.
