A Study on the Changes in Equity of Community Mental Health Resources Allocation in Beijing

Abstract:OBJECTIVE To understand the status and changes in equity of community mental health resources allocation in Beijing,and provide countermeasures and suggestions for optimizing the allocation of mental health resources in community.METHODS The fairness of mental health resource allocation in communities in Beijing in 2018 and 2022 was analyzed using Lorenz curve,Gini coefficient and Theil index.RESULTS From 2018 to 2022,the per capita allocation of community mental health personnel in Beijing increased by 32%,the per square kilometer allocation increased by 40%,and the number of community mental health clinics increased by 280%.In 2018 and 2022,the Gini coefficients of the population dimension of community mental health personnel were 0.196 3 and 0.107 7,respectively,and the Gini coefficients of the geographical dimension were 0.682 0 and 0.655 5,respectively.The contribution rates of regional differences to the total Theil index were 76.7%and 78.20%,respectively.CONCLUSION From 2018 to 2022,the allocation of community mental health resources in Beijing has improved,but the supply is still insufficient and unevenly distributed.Resources are highly unequally allocated geographically,with within-region differences greatly impacting equity.The geographical fairness remains highly unfair.Intra-regional differences have always been the main reason for the unfairness of mental health resource allocation in communities of Beijing.
