Quantitative Analysis of Public Policy Text for the Elderly Care Service System Coordinating Home,Community and Institution

Abstract：OBJECTIVE To analyze the current situation and shortcomings of the public policy construction of the home-community-institutional elderly care service system from the perspective of policy tools,so as to provide reference for actively coping with population aging and continuously strengthening the policy support for the development of elderly care services.METHODS Taking Shanxi province as an example,a two-dimensional analysis framework of"basic policy tool-elderly care service path"was constructed by using the content analysis method,and the text of elderly care service policy at the provincial level in Shanxi province was quantitatively analyzed.RESULTS A total of 489 policy items from 44 policies were included in the analysis.In the X dimension,supply type,environmental type and demand type policy tools accounted for 35.4%,32.7%and 31.9%,respectively;In the Y dimension,the proportion of home/community/institutional elderly care related policy items is about 1∶3∶4.CONCLUSION The use of the three types of policy tools is generally balanced,but the use of policy tools under different service paths is unreasonable,and the construction of home care service policy needs to be further strengthened.To some extent,the ambiguity of the policy text also directly affects the policy effectiveness.
