Construction Plan of the National Demonstration Zone for Comprehensive Reform of Traditional Chinese Medicine Three-dimensional Quantitative Analysis of Policy Texts

Abstract:OBJECTIVE To analyze the characteristics of policy texts and the use of policy tools in seven national Traditional Chinese Medicine(TCM)comprehensive reform demonstration zones in China,and to provide reference for future policy formulation and optimization.METHODS Based on the theory of policy tools,it constructed a three-dimensional framework of"policy tools-con-struction tasks-objective clarity"and conducted a multi-dimensional quantitative analysis.RESULTS Among the 532 codes,42.1%,18.4%,and 39.5%of the policy tools were supply-based,demand-based,and environment-based,respectively;23.7%and 23.5%of the service system and management system were mentioned more among the construction tasks,respectively;186 texts had"clear"objectives,accounting for 12.0%.The number of texts with"clear"objectives was 186,accounting for 12.0%.CONCLUSION The use of demand-based policy tools is insufficient;the entries of sub-tools within the policy tools need to be optimized;the attention to various construction tasks is unbalanced;the clarity of policy objectives needs to be improved.It is recommended to strengthen the application of demand-based policy tools for the construction of national TCM comprehensive reform demonstration zones;to em-power the construction of national TCM comprehensive reform demonstration zones with"TCM+institutional reform";and to en-hance the clarity of the objectives of the national TCM comprehensive reform demonstration zones.
