Application of Delphi Method in Establishing the Index System for Assessing the Performance of Chief Medical Experts Supporting Primary Health Care Institutions Project in Guangdong Province

Abstract:OBJECTIVE To establish the index system for assessing the performance of Chief Medical Experts Supporting Primary Health Care Institutions Project in Guangdong province,so as to provide objective evidences for performance evaluation of the pro-gram.METHODS Based on Donabedian's structure-process-outcome model,referring to the relevant policies of Guangdong and China as well as the review of related articles,it developed a preliminary performance evaluation index system for Chief Medical Experts Supporting Primary Health Care Institutions Project in Guangdong province.16 experts from medical universities,health administrative departments and medical and health institutions in Guangdong province were selected,two rounds of Delphi expert consultation were carried out to determine the evaluating indicators and their weights from December 2021 to February 2022.RESULTS The active coefficient of experts in the two rounds of Delphi consultation was 94.11%and 100.00%,the degree of special-ist authority was 0.84 and 0.87,and the Kendall's W coefficient of the specialists opinion was 0.229 and 0.318,respectively.The coefficient of variation of each index in the second round of consultation was 0.20 or less,and expert opinions tended to be unani-mous.Finally,the index system was established including 3 first grade indexes,7 second grade indexes,and 25 third grade indexes.CONCLUSION The performance evaluation index system and indicator weights constructed in this study was scientific and reliable,which could be applied to evaluate the performance of Chief Medical Experts Supporting Primary Health Care Institutions Project in Guangdong province.
