Abstract:When emergency events occur, the traffic efficiency at intersections has become a critical factor restricting emergency traffic organization in plateau cities.By analyzing the intersections that constrain traffic organization in Lhasa,a plateau city,it is found that the mismatch between signal timing and traffic flow has become a bottleneck for improving traffic efficiency, especially during holidays when this situation is more pronounced. This study focuses on the signal timing optimization at the intersections in the Norbulingka-Xizang Museum area.Through a combination of continuous monitoring and intermittent observation, data on channelization and traffic flow at the two intersections were collected.Using Vissim and Synchro software, the current conditions of the intersections were analyzed and sim-ulated,and targeted channelization and signal timing optimization strategies were proposed.Simulation verification results demonstrate that the proposed strategies have effectively improved the traffic efficiency at the two intersec-tions under emergency conditions, providing reference for emergency traffic management at other similar intersec-tions in Lhasa.
