A Brief Analysis of the Evaluation,Incentive Mechanism and Development Environ-ment for Scientific and Technological Talents in Xizang

Abstract：Science and technology are the primary productive forces,while talents are the primary resource and in-novation is the primary driving force.The empowerment of science and technology has become a prominent sign of high-quality development,and scientific and technological innovation has become an important driving force to lead our modernization construction.The comprehensive national power competition is ultimately the competition for tal-ents.Talents are one of the keys to focusing on the"four major events"and the"four creations"in our region.Since the 18th National Congress of the Communist Party of China,the innovation environment in Xizang has been contin-uously optimized,and its scientific and technological talent team has continued to grow,playing a pivotal role in the innovation and development of Xizang.In view of the practical challenges of a relatively weakscientific and techno-logical talent team in Xizang,the need to further improve the evaluation and incentive mechanism and the necessity to further optimize the development environment,this paper,in accordance with the requirements put forth by the Third Plenary Session of the 20th Central Committee of the Communist Party of China to deepen the reform of the talent development system and mechanism,and the requirements for talent policies,independent talent cultivation and talent platform,discusses measures such as expanding support and cultivation on scientific and technological tal-ents,deepening the reform of the talent evaluation and incentive mechanism,and optimizing the development envi-ronment for scientific and technological talents.
