Study On the Current Situation,Challenges and Countermeasures of Sci-tech Novelty Search in Xizang

Abstract：Objective This paper aims to explore the existing challenges of sci-tech novelty search in Xizang by an-alyzing the data from Xizang Sci-Tech Novelty Search Center,in order to provide countermeasures and suggestions for the"15th Five-Year Plan"of sci-tech development in Xizang.Methods The paper first introduces the establish-ment and work content of sci-tech novelty search in Xizang.Based on the novelty search data from 2014 to 2023,it then analyzes the user types and growth points in service demands identifies the current issues,compares the devel-oping trend of novelty search institutes inside and outside Xizang,and concludes with four strategic countermea-sures.Results Xizang Sci-Tech Novelty Search Center has started from scratch,from weak to strong,yet now fac-ing stagnation after reaching its peak.The study recommends enhancing capabilities in areas such as mechanism,ser-vice content,service methods,personnel,and publicity.The data in this paper are mainly from Xizang Sci-tech Nov-elty Search Center,excluding those from universities and institutes with the capability to conduct sci-tech novelty search in Xizang since 2014,resulting in a single-data source.
