Policy Shift and Practical Approach for the Construction of City-Level Industry-Education Consortia Oriented by New-Quality Productive Forces

Abstract:As a physical operation organization composed of multiple entities such as"government,schools,industries,enterprises,and research institutions"within the city,the city-level industry-education consortium plays an important role in advancing the upgrading of traditional productivity to new-quality productivity.Under the background of accelerating the generation of new-quality productive forces,the construction of city-level industry-education consortia is not only an inevitable choice to address the mismatch between the supply and demand of talent for new-quality productive forces and consolidate the talent foundation of new-quality productive forces,but also a fundamental strategy to advance the transformation and upgrading of city-level industries and strengthen the industrial foundation of new-quality productive forces,as well as a crucial approach to build a"moat"for scientific and technological innovation and stimulate the endogenous driving force of new-quality productive forces.Based on the theories of collective action,symbiosis,and polycentric governance,to facilitate the development of new quality productive forces through the construction of city-level industry-education consortia,it is necessary to shift from"unilateral efforts"to"integrated collaboration"and accelerate the resolution of collective action difficulty;shift from"superficial association without real integration"to"mutual benefit and symbiosis"and promote the in-depth integration of industry and education;shift from a"omnipotent government"to"polycentric governance"and advance the formation of an integrated symbiotic model.In the future,efforts should be made to break down the barriers to resource circulation within city-level industry-education consortia,develop such consortia with distinctive local characteristics,and improve their entity-based operation mechanisms,thereby building an important source of momentum for the development of new-quality productive forces.
