Abstract:The establishment of a"dual-qualified"teacher community is a type of teacher development alliance formed to address limitations such as fragmented learning resources, weak sense of emotional belonging, separation between school and enterprise settings, and insufficient experience in cross-boundary talent cultivation faced by"dual-qualified"teachers and part-time teachers from enterprises.By selecting seven national-level city-based industry-education consortia in Jiangsu and Zhejiang provinces as research subjects, this study analyzes the relevant carriers through which these consortia facilitate the formation of the"dual-qualified"teacher community.According to their establishment methods, participating entities and operation modes, the current operation mechanisms of the"dual-qualified"teacher community are summarized into three models:the Taicang Model,a coordination mechanism integrating industrial clusters with teacher development;the Beilun Model,a transformation mechanism converting enterprise-oriented standards into teaching competencies;and the Qiantang Model,an integration mechanism for the joint construction and sharing of regional resources. On this basis, the main strategies for constructing the mechanism of a"dual-qualified"teacher community are proposed from the aspects of rooting in regional development, relying on carrier support, and building a virtual teaching and research office platform.
