Construction of an Evaluation System for Vocational Education Services for Lifelong Learning for the Whole People from the Perspective of Skill-based Society

Abstract：Vocational education serves lifelong learning for all with policy guidance as the"core attraction",technical support as the"key empowerment",resource support as the"reform basis",and social participation as the"implicit assistance",promoting the high-quality development of vocational education.Based on policy,technology,resources,and social aspects,establish 12 key evaluation indicators for vocational education services for lifelong learning for the whole people,and use the analytic hierarchy process to obtain the ranking results of the impact of evaluation indicators.The research shows that the co-construction and sharing of resources,the integration of industry and education,online education and network infrastructure are the key factors affecting vocational education services for lifelong learning for all.Facing the skill-based society,it is necessary to drive the co-construction and sharing of resources with"full time,full spatial-temporal,full coverage,and normalization",deepen the integration of industry and education with"intelligent fusion platform,sticky fusion mechanism",and build a solid education network base with"campus network services,intelligent platforms and intelligent resources",so as to continuously improve the level of vocational education serving lifelong learning for the whole people.
