The paper describes a conceptual model and hypothesis, based on the theory of planned behavior (TPB), which explaines the influential factors of college students' behavioral intention of using information technology in English learning. The results show: this measurement has a good reliability and validity; there is a strong correlation between subjective norms and behavioral intentions and behavioral attitude, instructor readiness, perceived usefulness and perceived ease of use are moderately related to behavioral intentions; subjective norms of students' information technology use significantly affect behavioral intention, and the explanatory power of behavior attitude to behavior intention is lower than that of subjective norms to behavior intention; instructor readiness affects subjective norms.
