The Quantitative Analysis of Literature About E-government for the Provinces in the Central China: From the Perspective of Policy Tools

Abstract：The policy tool of e-government is an important guarantee to achieve the goal of e-government planning. Based on the analysis of 188 policy documents in the period from 2010 to 2016, it is concluded that the E-government in the central provinces is in a period of development opportunities; the choice of policy instruments has structural imbalance; its policy orientation ignores the talent construction. On this basis, some suggestions are put forword such as speeding up the development of e-government,attaching importance to the construction of talents and the comprehensive use of policy instruments.
