From Dual-division to Urban-Rural Integration:Suzhou Minimum Living Security System During the Reform

Abstract:The integrated construction of the minimum living security system not only refers to the standards,but also the integration of the system.The traditional urban-rural dual-division system has reflected obvious urban-rural gap on coverage,security standard,legal norm and security program.Based on the baseline equality theory,Suzhou can explore the reform path that can break the traditional dual-division situation by analyzing the reasons and conditions of Suzhou integrated construction.Besides,the reform experience in Suzhou can provide reference and enlightenment for the integrated construction in other areas of China.
