Criticism of Local Government Service Outsourcing:Based on the Research Perspective of the"Inherent Government Functions"

Abstract：Confined to the boundaries of inherent government functions,the local governments in China tend to outsource public services with public right from private subjects in government procurement.This practice results in not only private subjects'transgression,but also the loss of the core government functions or even the collapse of that structure.The theory of"Inherent Government Function"focuses on redefining the position of the government in public service supply and is committed to define the boundary of the government's rights in terms of system,offering reference for government outsourcing services in China.It is a necessary response to new public administration movement to re-establish the rules of government purchasing services and to reconstruct stable structure of government functions.It is for this consideration that our local governments should clarify the nature of their functions at the beginning of function transition by separating core functions from marginal functions;then they should change their functions within functional matching framework;finally they should get under control the risks in or after the process of transition.
