Risk Recognition and Prevention of Government Purchasing Public Services:Based on Process Dimension

Abstract：In recognizing the risks of government purchasing public services based on its process,the risks in the process of defining demand and making plans mainly include the deviation in identifying demand and the feasibility of government purchasing services;the risks in selecting the seller and signing the contract mainly lie in the lack of sufficient competition and the incompleteness of the contract;the risks in contract fulfillment and supervision mainly include those of feeble supervision over and the moral hazard of the subject;the risks in assessment,checking and the follow-up work mainly include those of the assessment deviation and the lack of trust.In order to prevent those risks,more efforts should be made to investigate the demand of public services,to define accurately the purchase boundary,and to make scientific purchase planning;in selecting the seller and signing the contract,it is advised to uplift the competiveness of the subjects,to strengthen the evaluation of the subjects and to complete the terms of the contract;in contract fulfillment and supervision,the third party supervising system should be established as soon as possible in order to strengthen its supervision;in service assessing and the follow-up work,more efforts should be made to establish and improve the third party assessing system,more importance should be attached to the assessment report given by the supervising organs,solid work should be done to advance participatory evaluation of the consumer subjects and systematic evaluation of the whole process.It is only by these means that the risks can be effectively prevented and the purchasing performance can be uplifted.
